SEAMEO-PSSC DMDP Project

Dates of Implementation: Aug 2006 – Jan 2007

Partner Institution: Southeast Asian Ministers of Education Organization (SEAMEO)

Objective:

To design and implement a survey to draw out the understanding, expectations and concerns of DepEd personnel at different levels of the education hierarchy/bureaucracy regarding the expressed rationales, modalities and processes of education decentralization.

Project Description:

In August 2006, the Philippine Social Science Council (PSSC) was invited by SEAMEO-INNOTECH to be its partner in the conduct of some of the project activities of the Decentralized Management Development Program (DMDP) of the Department of Education’s Secondary Education Development and Improvement Project (SEDIP) which SEAMEO-INNOTECH was commissioned to do. In our meetings and discussions, it was agreed that, as an initial activity, a survey be undertaken on the perceptions of DepEd administrators and personnel on efforts to decentralize Philippine basic education, given that SEDIP-DMDP was conceived to aid the country’s transition to a new system of education management and governance as embodied under RA 9155 (The Governance of Basic Education Act of 2001).
